Position Overview
We are seeking a Project Manager with deep experience in digital transformation projects, especially in cloud, smart city and data-related initiatives. The role requires strong vendor and partner management skills, ensuring seamless collaboration between multiple stakeholders, service providers, and customers.
This position is ideal for a detail-oriented leader who can manage complex projects across technical, business, and vendor ecosystems, ensuring delivery excellence.

Key Responsibilities
1. Lead the planning, execution, and delivery of transformation projects.
2. Manage vendors and partners, including conducting partner evaluations, overseeing contracts, monitoring SLAs, and ensuring alignment with project objectives.
3. Act as the key interface between business stakeholders, technical teams, and external partners.
4. Develop and maintain project governance frameworks, reporting structures, and escalation paths.
5. Drive adoption of cloud services, data governance, and analytics solutions.
6. Identify and mitigate project risks, ensuring compliance with local regulations and global standards.
7. Facilitate workshops, requirements gathering, and sign-off checkpoints with stakeholders.
8. Ensure delivery on time, within budget, and to quality standards.

Candidate Profile
1. Bachelor’s degree or above in a relevant field (mandatory).
2. 8–10 years of project management experience, including substantial experience in the UAE (mandatory).
3. Proven experience managing projects within the government sector.
4. Strong track record in vendor and partner management, including oversight of third-party service providers and multi-stakeholder environments.
5. Demonstrated experience in cloud adoption, cloud migration, and data transformation initiatives.
6. Hands-on experience applying established IT project delivery methodologies, including Agile, Waterfall, and Hybrid approaches.
7. Professional certification such as PMP, PRINCE2, or equivalent is preferred.
8. Excellent stakeholder engagement, negotiation, and communication skills, with the ability to manage complex, cross-functional programs.
9. Fluent in English (mandatory); Mandarin Chinese is preferred.
